This new community will be known as Wagon Wheel Family Apartments and will be located at the site of the former 64-acre Wagon Wheel Park, Travel Lodge, Restaurant and Motel in Oxnard. CEDC will professionally manage the 119 affordable apartments plus one onsite manager’s unit, once they are built.


An information meeting about the new development was held on Thursday, April 3, at 4 p.m. (English) and 6 p.m. (Spanish) at the Oxnard Performing Arts Center at 800 Hobson Way, Oxnard, CA 93030.

The developer of the project is Oakwood Communities, Inc. CEDC is the co-general partner, property manager for the affordable apartments and managing general partner of the ownership entity, CRFL Family Apartments, LP.


Applications to rent these apartments will be accepted on a first-come first-serve basis starting on Saturday, April 19th at CEDC's office located at 702 County Square Dr., Ventura, CA. Applications will be processed in the order received. All applicant families must be income qualified and meet all program criteria.


Once the apartments are built, they will be available for rent to income-qualified low-income individuals and families based on the area median income (AMI) for Ventura County. Rents will be restricted at 35% AMI and below, 50% AMI and below, and 60% AMI and below.

There will be 34 one-bedroom apartments; 38 two-bedroom apartments; 30 three-bedroom apartments and 18 four-bedroom apartments. They will range in size from approximately 700 square feet for the one bedroom, one bath apartments to approximately 1,230 square feet for a four-bedroom, two-bathroom apartment.


Forty-one of the rental homes will be rented to individuals or families who are at or below 35% AMI; 49 of the apartments will be rented to individuals who are at or below 50% AMI and 29 of the apartments will be rented to individuals or families who fall at or below 60% AMI.


Rent amounts will be provided to individuals at the information meeting. For example,  gross rents will range from $831 per month for a one-bedroom, one-bathroom rental apartment for an individual who falls at 50% AMI, to $1,286.00 per month for a four-bedroom, two-bathroom apartment for an individual who falls at 50% AMI.


Features and amenities of the apartments include stacked washers/dryers, dishwashers, refrigerators with ice makers, vented microwave ovens, four-burner gas ranges, heating and air conditioning, private balconies, a community room, on-site property management, elevators and gated parking.


The site is being developed as a mixed-use development with 1,500 dwelling units and 50,400 square feet of commercial space, including stores and retail businesses.


There are five buildings that comprise the affordable rental home part of the project; each will completed within weeks of each other. The first building will be completed in early June. Building 2 will be completed in mid-July, Buildings 3-5 will be completed from early August through late August. Resident move-ins will commence as each building is completed.
