     A Message from our CEO

At a time when the need for affordable housing has never been greater, we are facing growing headwinds at the federal level that threaten the stability so many families depend on. Proposed reductions across housing and community development programs put real lives at risk – affecting families who are already navigating rising costs, uncertain incomes, and limited housing options. For the residents we serve, affordable housing is not an abstract policy discussion; it is the difference between stability and displacement, opportunity and hardship.

Every day at Cabrillo Economic Development Corporation, we see the resilience of our residents alongside the challenges they carry. Seniors on fixed incomes, working families stretched thin, farmworkers essential to our regional economy – all are affected when critical housing resources are weakened or withdrawn. These pressures ripple outward, impacting health, education, and the overall strength of our communities.

In moments like this, we are especially grateful for the steadfast support of our partners, donors, advocates, and community members. Your belief in our mission and your continued engagement make it possible for CEDC to respond with strength, clarity, and compassion. We could not do this work without you, and we are deeply thankful for your trust and commitment to the people and communities we serve.

Even in this uncertain landscape, CEDC remains steadfast in our commitment to protect and expand access to safe, affordable homes. Our work is grounded in partnership, perseverance, and the belief that housing is foundational to dignity and opportunity.

This is also a moment that calls for collective action. We encourage our supporters and community members to make their voices heard by reaching out to local leaders and decisionmakers to share why affordable housing matters—to your family, your neighborhood, and our region. When we speak up together, we reinforce the importance of investing in housing solutions that strengthen communities and protect those most vulnerable.

As we look ahead, CEDC will continue to advocate, collaborate, and lead with intention. Together, with your continued support, we will defend the resources families need and carry our mission forward—bringing community home, now and for generations to come.

With Appreciation,

Victoria Brady
Chief Executive Officer

Help Give Children a Summer to Remember

When school is out, many children and teenagers lose access to consistent structure, enrichment, and supervision.

We wanted to do something about that. So we created the eight-week “Summer to Remember” program in partnership with the Boys and Girls Clubs of Oxnard and Port Hueneme that brings camp directly to the children who live in our resident communities.

Summer to Remember advances our commitment to service-enriched, inclusive residential communities that support long-term resident stability and opportunity. The camp supports academic continuity, social‑emotional development, and community engagement during these critical out‑of‑school months.

We’re excited – and know the children will be, too.

CEDC Celebrates Fair Housing Month in April

Every April, CEDC recognizes Fair Housing Month in honor of the Fair Housing Act of 1968, a landmark civil rights law passed on April 11, 1968, that prohibits discrimination in housing based on race, color, religion, sex, national origin, disability, or family status.

Fair housing is about more than just a place to live. It’s about equal access to opportunity, safe and quality housing, and welcoming neighborhoods where people of all backgrounds can thrive.

At CEDC, we’re proud to support inclusive communities that break down barriers, strengthen neighborhoods, and open doors for future generations.

When housing is fair and accessible, communities grow stronger, opportunities expand, and everyone benefits.

Daniel Dang Promoted to Interim Director of Real Estate Development

CEDC is excited to announce that Daniel Dang has stepped into the role of Interim Director of Real Estate Development and is responsible for the execution and management of the housing development pipeline and strategy. He has more than nine years of experience in affordable housing and worked on 20-plus projects across the development timeline in the Bay Area, Los Angeles County, and Central Coast.

Daniel started his career at CEDC as a senior project manager, where he completed two new construction projects and construction financing closings, secured more than 100 million dollars across CEDC’s pipeline, and was pivotal in navigating complicated project issues and timelines.

“It’s a very exciting opportunity to continue building upon CEDC’s recent momentum and rich history overall,” said Daniel Dang. “My parents are Vietnamese refugees. They came to America with no education and no money. As someone who grew up low income, it’s always been my dream to develop affordable housing to help people. That mission seems critical more than ever. I’m happy to have this opportunity to learn and grow even more with this passionate and driven team at CEDC.”

New Data Shows Continued Progress Reducing Homelessness in Ventura County

According to a recent preliminary report by The Ventura County Continuum of Care that was conducted in late January 2026, there has been an 11.8% drop in homelessness in its 2026 Point-in-Time Count, marking the third consecutive yearly decline. Since 2023, homelessness in Ventura County has decreased by 28%.

Key progress includes:

 •  Permanent Housing Solutions: 594 affordable housing units added, including 274 new permanent supportive housing units dedicated to persons experiencing homelessness contributing significantly to the reduction in homelessness.

 •  Prevention Efforts: Dedicated funding for homelessness prevention and landlord engagement programs are helping at-risk individuals and families remain housed.

 •  Encampment Interventions: State grant investments and coordinated efforts by the County of Ventura and local cities have resolved multiple encampments by prioritizing housing placements and delivering measurable community impact.

“This continued reduction shows how critical affordable housing is to addressing homelessness. At Cabrillo Economic Development Corporation, we’re proud to be part of the partnerships building stable homes and lasting opportunities for people across Ventura County, and we remain committed to this work for the long term,” said Cabrillo EDC CEO Victoria Brady.
