CEDC strengthens commitment to affordable housing and creative community development in Downtown Ventura (VENTURA COUNTY, Calif.) – June 25, 2025
Cabrillo Economic Development Corporation (CEDC) is pleased to announce it is stepping in as the Managing General Partner for Working Artists Ventura (WAV) Apartments LP, replacing the John Stewart Company (JSCo). CEDC will continue its partnership with PLACE (Projects Linking Art, Community & Environment), the project’s co-general partner.
Located in the Downtown Cultural District of Ventura, WAV provides affordable live-work spaces for artists from more than 20 countries, serving as a vibrant community hub for painters, sculptors, dancers, musicians, poets, actors, filmmakers, and other creative professionals. The community also offers supportive housing with social services for people transitioning out of homelessness, and transitioned aged youth, along with theater and gallery spaces programmed by WAV artists.

We’re proud to carry forward the vision of WAV as a place where artists and residents overcoming adversity can build stability, express themselves, and contribute to a vibrant, inclusive Ventura.” WAV was designed with the character of a small village, featuring varied building sizes and configurations. The community includes entrances and balconies that enliven adjacent streets, plus courtyards and open spaces that are collaboratively managed by the artists and open to the public. Constructed using green building technology, WAV currently houses 69 low-income residents, with priority given to artists.
PLACE, which will continue as co-general partner, originally invited CEDC to join the WAV Apartments LP, and leads the artist qualification program. The partnership between CEDC and PLACE exemplifies how collaborative approaches can create sustainable, inclusive communities that nurture both affordable housing and cultural vitality.
The City of Ventura has been and continues to be a significant supporter of the project, recognizing WAV’s importance to the downtown cultural ecosystem.
