As spring turns to summer, we’re reminded of new beginnings and the strength of community. This season invites us to reflect on how far we’ve come and to move forward with renewed energy, purpose, and hope.
That spirit was clear at the recent groundbreaking of Camino de Salud in the Ojai Valley, an important step toward expanding affordable, supportive housing in our region. Projects like this bring us closer to a future where dignity, stability, and opportunity are within reach for all.
Across our communities, many families continue to face significant challenges in their pursuit of stability and opportunity. Rising costs of living, limited housing supply, and economic uncertainty make it increasingly difficult for individuals and families to thrive. At the same time, potential reductions in federal funding for affordable housing programs pose serious concerns for our ability to meet the growing need. These resources are essential to building, preserving, and sustaining the affordable homes our communities depend on, and without them, the path forward becomes even more complex.
Yet, even in the face of these challenges, I am continually inspired by what we can accomplish together. Every new home we build, every service we provide, and every partnership we strengthen is a step toward a more equitable and vibrant future. Our work is not just about housing; it’s about creating communities where people can grow, connect, and thrive.
This summer, we’re advancing that vision through programs like Summer to Remember, made possible by our dedicated staff, strong partnerships, and the trust of those we serve.
As we “spring into summer,” I invite you to join us in continuing this vital work. Whether through advocacy, partnership, or community engagement, each of us has a role to play in ensuring that affordable housing remains a priority and that our neighbors have the opportunities they deserve. Together, we can meet this moment, with compassion, determination, and a shared commitment to building stronger communities for all. |

Cabrillo EDC Celebrates Groundbreaking of Camino De Salud |
On June 5, Cabrillo EDC marked an exciting milestone with the groundbreaking of Camino De Salud, a vibrant new 49‑unit supportive housing community in Mira Monte, nestled in the unincorporated Ojai Valley. This transformative project will bring critically needed affordable and supportive housing to the region, creating new opportunities for stability and well‑being.
Designed with compassion and purpose, half of the apartments will provide housing for individuals experiencing homelessness who are frequent users of healthcare services, offering them a stable place to call home. The remaining homes will serve low‑income residents earning 50% or less of the Area Median Income, helping more community members thrive in a place they can afford. |

Cabrillo EDC Launches “Summer to Remember” Youth Program |
In a meaningful step toward expanding opportunity for local youth, Cabrillo EDC is proud to partner with the Boys & Girls Clubs of Oxnard and Port Hueneme to launch our inaugural Summer to Remember program, an eight-week youth enrichment initiative designed to serve children and teens living within Cabrillo’s affordable housing communities across Ventura County.
More than just a summer program, Summer to Remember is a thoughtful response to a critical need: ensuring that when school is out, access to growth, learning, and connection doesn’t stop. The program is designed to transform the summer months into a season of possibility, offering a well-rounded mix of recreational activities, academic support, creative exploration, and opportunities to build meaningful relationships, all delivered right within the communities where youth live. By bringing programming onsite, Cabrillo is intentionally removing some of the most common barriers families face, such as transportation challenges and the high cost of summer camps – making it easier for more young people to participate, engage, and thrive. This place-based approach also strengthens community ties, turning familiar spaces into hubs of learning, creativity, and belonging.
“Summer should be a time of growth, exploration, and joy, not a gap in opportunity,” said Victoria Brady, CEO. “This program reflects our commitment to investing in youth and strengthening the communities they call home.”
The inaugural year of Summer to Remember will focus on building a strong foundation, establishing consistent programming, cultivating partnerships with local organizations, and listening closely to the needs and experiences of participating families. With this groundwork in place, Cabrillo EDC aims to grow the program in the years ahead, expanding its reach and deepening its impact.
Through this initiative, Cabrillo EDC is not only creating memorable summer experiences, but also helping to nurture confidence, curiosity, and connection – key ingredients for long-term success in the lives of young residents and the communities they shape. |

Cabrillo EDC's Star Employee of the Quarter: Edwin Madrigal |
Edwin Madrigal, Property Manager at Paseo Del Rio Apartments, is the recipient of the Star Employee of the Quarter award for Q1 of 2026! In a recent interview we had with Edwin, he shared his perspective on his role: “I like being able to help people achieve financial stability,” he said. “It’s great what we do here.”
Edwin began his career nearly ten years ago in the construction industry, but during the recession he found it difficult to secure steady work. He decided to join a company that provided housing and support services for individuals experiencing homelessness. Starting out cleaning apartments, he progressed to an assistant role and quickly became a property manager. He has now been with Cabrillo EDC for six years.
“I enjoy what I do, and I enjoy providing that service,” he said. “I’m passionate about helping people, and I believe in giving back. If someone has helped you, you should help someone else.” Edwin’s dedication exemplifies what it means to receive the Star Employee of the Quarter recognition. Congratulations, Edwin!
