As we wrap up the month of February and step into March, we at Cabrillo EDC have the honor of celebrating the contributions of two incredible communities.
February marks Black History Month, a time where we celebrate the profound impact of Black leaders, visionaries, and changemakers who have shaped our nation and our communities. From the pioneers who fought for civil rights to the everyday heroes who inspire us with their resilience and innovation, their stories remind us of the importance of justice, equality, and empowerment. We are committed to continuing this legacy by fostering an inclusive environment where all voices are heard and valued.
At Cabrillo Economic Development Corporation, we are privileged to work alongside diverse, talented, and inspiring individuals who are integral to our mission of providing affordable housing and fostering community development. This period is a chance for us to reflect on the progress we’ve made while acknowledging the work that remains to be done in achieving true equity and inclusion.
March marks Women’s History Month, a month dedicated to honoring the remarkable contributions and achievements of women throughout history. As we transition into this month, we are filled with pride and gratitude for the incredible women who have shaped and continue to shape our community and our world. Women’s History Month is not just a time to reflect on the past, but also a moment to recognize and celebrate the women in our organization and community who lead with passion, strength, and vision every day.
This coming month, we will be highlighting stories of women within our organization and beyond who have made significant impacts in their fields and communities. Their stories are a testament to the power of perseverance, creativity, and resilience. From trailblazers who have broken barriers to everyday heroines who work tirelessly to make a difference, these women remind us of the importance of equality and empowerment.

Cabrillo Economic Development Corporation is making significant progress on Village Senior Apartments, a vital affordable housing development in Buellton, Santa Barbara County. Since breaking ground in August 2024, the project remains on track for completion by November 2025, bringing much-needed housing to seniors in our community.
With the foundation now complete, construction has moved into the framing phase, shaping what will soon be a welcoming two-story community. In collaboration with Y&M Architects, McCarthy Companies, and S.L. Leonard & Associates, Village Senior Apartments will feature 50 thoughtfully designed units, including dedicated homes for seniors, senior veterans, and formerly homeless senior veterans.
This development is more than just housing—it represents stability, dignity, and a fresh start for those who have given so much to our communities. As we continue to build, we remain committed to ensuring a safe, supportive, and welcoming environment for future residents. The video below shows our construction progress.

Resident and Community Services Update
|
Cabrillo Economic Development Corporation continues to support our residents through a variety of events, connecting residents with valuable resources and opportunities in our community.
In January, the Cabrillo EDC Resource Fair at Camino Esperanza in Simi Valley provided an important space for residents to engage with local service providers. Seven organizations participated, including Oxnard Family Circle, Among Friends, Ventura County Public Health, Ventura County Behavioral Health, the County of Ventura Mobile Library, and Logrando Bienestar. Residents were able to access vital health services, mental health resources, and community programs designed to support their well-being. The event fostered meaningful connections between residents and organizations dedicated to enhancing quality of life.
On February 19th, Cabrillo EDC partnered with Comerica Bank to host the first session of a financial literacy series focused on budgeting and debt management. Residents received guidance on managing their finances, setting financial goals, and creating sustainable budgeting strategies.
Looking ahead, Cabrillo EDC is preparing for three more wellness events at our properties that will bring together community organizations to offer essential services and assistance to residents.
And more exciting news: Cabrillo EDC’s Case Manager is now holding weekly coffee and tea office hours, creating a welcoming space where residents can ask questions, seek assistance, and connect with support services.

Dolores Huerta Gardens Accepting Pre-Applications
|
Cabrillo EDC is proud to announce that pre-applications are now being accepted for Dolores Huerta Gardens, our newest affordable housing community in Oxnard. Named in honor of Dolores Huerta—renowned activist, community organizer, and co-founder of the National Farm Workers Association—this development reflects her legacy of advocacy for justice and equity.
Dolores Huerta Gardens will provide 58 affordable homes for households earning between 30-50% of the Area Median Income (AMI), with a focus on serving farmworkers and homeless veterans in Ventura County. The community will feature 19 one-bedroom, 21 two-bedroom, and 18 three-bedroom units, creating safe, stable housing for those in need.
This milestone reinforces CEDC’s dedication to building not just homes, but strong, supportive communities.

Rodney Fernandez Leadership Fund Scholarship Applications Are Open
|

|
At Cabrillo EDC, we believe education has the power to transform lives, but financial barriers often stand in the way of students achieving their dreams. That’s why we offer the Rodney Fernandez Leadership Fund (RFLF) Scholarships, providing critical support to exceptional students who may otherwise struggle to afford their education.
The RFLF was created in 2011 to honor the legacy of Rodney Fernandez, Cabrillo EDC’s founding Executive Director for 30 years (1981–2011). The scholarship continues Fernandez’s dedication to community building by cultivating the leadership of residents, helping them achieve their goals, and empowering them to take action to improve the quality of life in their communities.
Students attending community colleges, universities, or vocational schools in all majors are encouraged to apply. Priority is given to Cabrillo EDC residents. The review panel will determine award amounts. The Rodney Fernandez Leadership Fund Scholarship application process opens on February 27th!

A Reflection on Community – Denise Bickerstaff
|
As we celebrate Black History Month, Denise Bickerstaff, Director of Business Development and Administration at CEDC, reflects on the community that shaped her and the responsibility to uplift others.
Growing up in Altadena, Denise experienced a diverse, supportive neighborhood that fostered opportunity and ambition. Her parents instilled in her the belief that success required perseverance, and they sought a place where their children could thrive. That foundation propelled her into a successful career, but it wasn’t until she moved away that she fully appreciated the unique strength and significance of her childhood community to other African Americans.
Nine years ago, Denise felt called to make a difference. Now, at CEDC, she’s committed to ensuring stable, affordable housing is not a privilege but a right.
“We can’t take our circumstances for granted,” she says. “I had a childhood where I felt safe, supported, and could dream big. Everyone deserves that.”

Felipe Monjarro – Star of the Quarter
|
Meet Felipe Monjarro, our latest Star of the Quarter. Felipe has been with Cabrillo EDC since 2021 and is the Maintenance Technician at Villa Victoria Apartments in Oxnard. He is well respected and admired by the residents at VVA because of his integrity and his respect for them. The Property Manager at VVA, Raquel says “Felipe has been a true asset to Cabrillo for the past 14 years. His wisdom, humility, and compassion are qualities that set him apart. The dedication he demonstrates in his work and the positive representation he provides for Cabrillo are truly remarkable.»
His colleagues also appreciate his willingness to share his knowledge with others. Raquel says «working with Felipe has been a great pleasure, and I have learned so much from him. I am grateful that Cabrillo hires such talented individuals who make a meaningful impact on both the company and its residents.” Felipe’s coworkers and colleagues call him a supportive team player who takes pride in his work, takes the initiative, and is always willing to help others. Congratulations and thank you, Felipe!
