At Cabrillo Economic Development Corporation, our mission to build and preserve affordable homes across Ventura County is supported by many teams working together. One of the most essential is our Finance Department, the group who works behind the scenes to keep our organization strong, compliant, and ready to meet the needs of the communities we serve.
In an affordable housing organization, the finance team manages development budgets, oversees financial reporting and audits, supports regulatory compliance, and maintains the financial health of both corporate operations and our properties. They help ensure resident services are supported, projects stay on track, and long term planning remains rooted in stability and responsibility. Their work allows CEDC to keep building communities where families can thrive.

Giselle Calixtro, Chief Financial Officer
Giselle leads CEDC’s financial strategy and oversight and brings deep accounting expertise to the role. Born and raised in Oxnard, she is strongly connected to the community she now serves. She enjoys spending time with family, traveling, and taking on home improvement projects.
Amy Lopez, Accounting Manager
Amy manages daily accounting operations and supports budgeting and reporting across the organization. A proud 805 native and devoted mom, she loves music from all decades and enjoys baking and planning gatherings for family and friends.
Eileen Panter, Corporate Staff Accountant
Eileen supports corporate accounting and financial reporting. Born and raised in Oxnard, she values work life balance and loves exploring new places with her husband and two kids. Helping others brings her joy.
Thomas Naughton, Senior Staff Accountant
Tom brings 10 years of real estate accounting and finance experience to CEDC. Originally from New Jersey, he came to California for school and decided to stay. Outside of work, he spends time with his dogs, Lola and Whiskey, and enjoys fitness, cooking, the pool, and extreme sports.
Brittany Freeman, Corporate Bookkeeper
Brittany supports corporate bookkeeping and maintains accurate financial records. She grew up in Oxnard and now lives in Ventura. She loves reading, spending time with family and friends, and has been challenging herself with the daily New York Times crossword.
Angela Cavalier, Property Management Bookkeeper
Angela supports property level bookkeeping and brings experience in both property management and nonprofit work. She moved to Ventura County three years ago to be closer to her son and loves the strong sense of community she sees here.
Tessa Godinez, Property Management Bookkeeper
Tessa supports property level accounting and helps keep community operations running smoothly. She has been married for 31 years and has two adult children, both preparing for weddings in 2026. She also cares for ten dogs, most of them dachshunds, and dreams of a family trip to Croatia or Greece.
